E-Invoice Validator
Check a UBL or CII e-invoice against the EN 16931, Peppol and XRechnung business rules.
Create a Peppol BIS Billing 3.0 invoice with valid endpoint IDs, checked against the Peppol rules.
The Peppol Invoice Generator creates a Peppol BIS Billing 3.0 invoice or credit note in UBL, with the seller and buyer participant IDs, the buyer reference and the Peppol business rules — EAS schemes, GLN check digits, document types — checked live.
Peppol is the network most of Europe — and Australia, New Zealand, Singapore and Japan — uses to exchange e-invoices. A Peppol invoice is a UBL 2.1 file following BIS Billing 3.0, and it is routed by the electronic addresses inside it: the seller’s and the buyer’s Peppol participant IDs, each a scheme code and an identifier, such as 0088 for a GLN or 9930 for a German VAT number.
This generator builds exactly that file. Enter the invoice as normal, add both participant IDs, and the BIS Billing 3.0 UBL is written live with the customization and profile identifiers, the endpoint IDs, the buyer reference Peppol insists on, and a CreditNote document for credits. The Peppol rules are checked alongside EN 16931: endpoint schemes on the EAS list, GLN check digits, allowed document type codes.
It suggests the usual participant ID from a VAT number, but the ID that counts is the one your access point registered. The file is built in your browser; sending it needs your Peppol access point.
scheme:identifier endpoints for both parties.
Scheme codes against the Peppol list, GLNs by check digit.
R001, R003, R010, R020 and allowed type codes.

The address an invoice is routed to on the network: a four-digit Electronic Address Scheme code and an identifier, written scheme:identifier. Your access point registers yours; your customer gives you theirs, or you look it up in the Peppol Directory.
To send on the network, yes. Peppol access points are certified service providers, and many accounting systems include one. This tool creates the compliant document; the access point delivers it.
Peppol rule R003 requires either a buyer reference or a purchase order reference, because large buyers route incoming invoices to the right approver by it. Ask your customer what they want in it.
The EM scheme exists, but it is intended for testing and very small senders. Real receivers are almost always registered under a company, VAT or GLN identifier.
