Bill in yuan, with the fapiao system and what an invoice can and cannot do.
The CNY builder produces the commercial record a cross-border supply to China needs, and is straight about the limit: a fapiao is a separate document only the tax bureau’s system can issue, and no browser tool can produce one.
China is the one market where a commercial invoice is genuinely not the tax document. The fapiao is issued through the tax bureau’s own system on controlled stock, and it — not your invoice — is what lets a Chinese buyer expense the cost or reclaim the VAT. A supplier outside China cannot issue one, and no browser tool can either.
What a commercial invoice in yuan is for, then, is the commercial record: the contract reference, the description, the amounts, the bank details. For a cross-border supply it also supports the buyer’s foreign payment application, which their bank will scrutinise against the contract.
VAT rates are 13% for most goods, 9% for transport, construction and some utilities, and 6% for most services, with small-scale taxpayers on a lower simplified rate. Amounts are conventionally written with the ¥ or RMB prefix and, on formal documents, also in Chinese financial numerals — the anti-alteration convention this suite’s amount-in-words line serves elsewhere.
The tax document is separate, and only a Chinese entity can issue it.

The official tax receipt issued through China’s tax bureau system. It is the document that entitles a Chinese buyer to deduct the expense or reclaim VAT. A commercial invoice, however detailed, is not a substitute for one.
No. Only a Chinese entity registered with the tax bureau can issue one, through the bureau’s own controlled system. A foreign supplier issues a commercial invoice, and the Chinese buyer handles any withholding and local tax itself.
Thirteen per cent for most goods, nine per cent for transport, postal services, construction and some utilities and agricultural products, and six per cent for most modern services. Small-scale taxpayers use a lower simplified rate.
Usually the contract, the invoice and supporting documents, which their bank reviews as part of the foreign exchange payment process. An invoice that matches the contract exactly — parties, description, amounts, currency — avoids the payment being held.
