Re-encode audio at a new bitrate, sample rate or format — with an honest warning.

Converted on your device — the file is never uploaded
The Audio Bitrate Converter re-encodes audio at a new bitrate, sample rate, channel count or format, with presets for quality, size and speech — and a warning when a higher bitrate would achieve nothing.
Bitrate is the dial between quality and size, and it is the one people reach for when a podcast episode is too big to upload, a voice note has to fit an email, or a track needs to match the rest of a library. The catch is that raising it does nothing at all — the quality lost in the first encode never comes back.
The conversion runs in your browser through ffmpeg.wasm — the real ffmpeg, compiled to WebAssembly. Nothing is uploaded: a wedding video, a client recording or an unreleased track never leaves your machine. The engine is a one-off download of about 32 MB, after which your browser caches it and every later conversion starts immediately.
Choose the output format — MP3, M4A, OGG, Opus, WAV or FLAC — and a preset: quality, smallest sensible size, or speech, which drops to 64 kb/s mono at 22 kHz and turns an hour of talking into about 28 MB. The file is examined first, so if you ask for a higher bitrate than the source actually holds, the page tells you rather than quietly making a bigger file that sounds no better.
Quality, smallest sensible size, and a speech preset at 64 kb/s mono.
MP3, M4A, OGG, Opus, WAV and FLAC.
So it can warn you when you are asking for more than the file holds.
The other two dials that change the size.
ffmpeg runs inside the browser tab, so the file never leaves your computer.

No. Encoding a 128 kb/s file at 320 makes it bigger and no better — the detail was discarded by the first encoder. The page warns you when you try.
64 to 96 kb/s mono is standard for speech and keeps an hour under 40 MB. The speech preset does exactly this.
It sets how many times a second the audio is measured. 44.1 kHz is CD standard, 48 kHz is video standard, and 22 kHz is plenty for speech and halves the data.
Close to it, and for a single voice it sounds no different. For music it collapses the stereo image, so keep stereo there.
